Business / Systems Analyst

Our enterprise client is seeking a Business / Systems Analyst resource to assist the project managers and the IT Leader to:
  1. Gather, analyze and document detailed business requirements for multiple applications, and
  2. Perform in-depth data model analysis for drafting and mapping environments.
  • Current State Analysis.
  • Future State options, including costs, timelines, and dependencies
  • Water resourcing plan and governance structure needed to support the future environment
  • Document all business processes related to asset and work management for several business units.

Essential Skills:

Requirements Management
  • Ability to facilitate business process and requirements review/validation workshops involving a variety of business and technology professionals;
  • Ability to prepare end-user documentation;
  • Ability to extract information from a variety of sources (Subject Matter Experts, User Manuals, Process Diagrams, technical manuals, scripts, etc.) and to document it in a clear, concise manner;
  • Ability to prepare cost and time estimates and, where required, perform feasibility studies.
Work independently with little or no supervision
  • Demonstrates organizational and time management skills;
  • Develops, maintains, and promotes good working knowledge of the required Corporate IT and PMO methodologies;
  • Facilitates and promotes team building and teamwork to achieve project objectives; and
  • Assist the Project Manager and Solution Architect in performance of tasks to achieve team and client objectives.
Technical knowledge
  • Familiarity with BPR;
  • Familiarity with the concepts of object-oriented analysis and design; and
  • Familiarity with UML models.
Good written and oral communication skills
  • Ability to communicate complex issues clearly and concisely with Business Unit team members, project leaders, senior staff, and management; and
  • Exhibits strong written and verbal communication skills, able to conduct or facilitate presentations and process review workshop sessions.
Problem solving and decision making
  • Exercises initiative and sound judgment in the execution of project plans and schedules; and
  • Generates innovative and alternative solutions to project problems.
  • As a minimum, must have a diploma or certification from a recognized technical institute or college with a focus on Business Analysis or Computer Science (undergraduate degree in Computer Science preferred), and equivalent testing and quality control experience.
  • Understands change control processes, version control tools, requirements management and tooling solutions/integrations, etc.;
  • Strong Business Analysis skills and experience in building/maintaining requirements matrices;
  • Familiarity with common application developmental and network infrastructure life-cycle processes;
  • Familiarity with how business system requirements are defined and decomposed into manageable configuration items; and
  • Understanding and knowledge of systems/software acquisition and delivery life cycle methodologies and quality standards.
  • Understanding and knowledge of up-to-date wireless technologies (cellular, WiFi, Bluetooth), GPS, GIS and AVL systems.
  • Ability to work under tight deadlines and pressure;
  • Ability to present ideas/solutions to peers, customers, partners and sub-contractors (e.g., new or improvement processes, procedures, tooling); and
  • Ability to work as part of a large program and to interact well with all levels of the Project Team and stakeholders who have a vested interest.
  • Minimum 4 years as a Business or System Analyst, Business Process Analyst and/or Team Leader.
  • Proven experience with large, complex systems that include hardware, software and documentation deliverables;
  • Experience defining and writing processes and procedures.
Desired Skills:
  • Previous work experience with Municipal, Government Organizations or equivalent endeavours.
  • Familiarity with ESRI/GIS.
  • Familiarity with SQL server, c#, .net, xml, and web services.
  • Familiarity with TIBCO.
  • Familiarity with Business Objectives and/or other Business Intelligence tools.
